Dr. Kumer is board-certified in general psychiatry and is board-eligible in forensic psychiatry. She is an Assistant Professor of Psychiatry at the Uniformed Services University of the Health Sciences (USUHS) and currently serves as the Director of Operational Psychiatry Curriculum, which among other roles includes being the Department of Psychiatry lead for MFP 202, Bushmaster. Dr. Kumer graduated with distinction from Kent State University with a B.S. in Life Sciences and a minor in psychology in 1993. She earned her medical degree from the Northeast Ohio Medical University in 1997, where she also completed her Psychiatry Residency, at affiliated Akron General Medical Center, in 2001, where she served as chief resident. She worked as a civilian psychiatrist for 10 years before being commissioned in the United States Air Force in 2011. Her civilian work experience included Private Practice and Community Psychiatry, where she spent the majority of her time, and, in addition, being an Assistant Professor of Psychiatry at the Northeast Ohio Medical Universities.

Since joining the Air Force, Dr. Kumer has completed various assignments, both inside and outside of the Continental United States. Her first assignment was at Nellis Air Force Base, Las Vegas, NV, 2011-2014, where she served as medical director and eventually Fight Commander of the Mental Health Flight. She was then selected by the Air Force Graduate Medical Education Program for a Forensic Psychiatry Fellowship, which she completed at Harvard Medical School and Massachusetts General Hospital 2014-2015. Next, Dr. Kumer was assigned to Ramstein Air Base, Germany, 2015-2018, where she served as medical director of the mental health flight. She was then stationed at Beale Air Force Base, Yuba City, California 2018-2020, where, again, she served as medical director of the mental health flight. Finally, prior to her current assignment, she was based at Incirlik Air Base, Turkey, 2020-2021, where she served as the Chief of the Medical Staff.

Additionally, Dr. Kumer has had 2 deployments: Camp Arifjan, Kuwait 2012, and Naval Base Guantanamo Bay, Cuba, 2016. She also graduated from the virtual platform of Air War College in 2017. Her current academic and research interests are in medical school education, disaster psychiatry, and promoting international health education to the leaders of allied nations.
